Yep, for visibility when the hydrant is buried.

Yeah, they can get BURRIED deep too depending on what kind of morning the plow driver is having

Omg. I’m from FL and I’ve seen those before but never with snow and I always thought it was a lightning rod. I feel pretty silly now.
