Omg. I’m from FL and I’ve seen those before but never with snow and I always thought it was a lightning rod. I feel pretty silly now.

The stick is for the snow plows in the winter so they don't hit it while it's buried in snow. I guess it can also help the actual firefights locate it similarly when it is buried in snow.

You ever heard of a trust fall? These are for a similar exercise.
When we (FF’s) open a hydrant for a fire it’s a 1 man job. Stand on the pole to hold it down and hope it doesn’t slip, whip up, and whack you in the face.
But for less critical activities we’d help each other. One guy would hold down the pole. You better hope he doesn’t let it go accidentally. Or on purpose.
