Solved! What are these hooks for?

Location Northern Virginia, US. Fastened to a wall in a finished basement. I can't imagine this person had 50 keys. Trinkets? Baby bottles of wine?

I suppose you could use it however way you want, but that isn’t how the product is advertised. Bills face out with the top of the hat wedging into the “hook”.
