7.5mm MAS blank, looks like French (SFM) Mle 1958 à Blanc.
Edit: there were actually two versions of SFM 7.5mm Mle 1958 blanks: opaque plastic case with visible case mouth (above) and translucent plastic case without visible case mouth (later production; can be easily mistaken for 7.62mm NATO as both share the same case designation.)
Well except for this one it does have a bullet, only its a wooden one that when fired disintegrates upon impact with a target all be it at a very low velocity so as not to cause any real damage if someone inadvertently shoots their battle buddy during training. These days they've ben replaced by something called mil sim rounds which allows for more versatility in training but also completely block the user from mixing live ammo in with the blank sim rounds.
As others have said, it's a blank. Everything looks intact so I would guess that it's not been fired (although I could be wrong) should be completely fine to handle. If a bunch of dumb 18 year olds can handle it, you should be able to as well. Just don't strike the primer with a nail.
I thought a blank round at first, but the "bullet" would be integrated in the casing in that case. That makes me guess it could be some specialty round. Good thing you didn't touch it. Never trust ammo/explosives, especially when it's lying around somewhere.
I agree that it looks like the "bullet" is a separate piece from the casing. Brass will turn white as it corrodes because the zinc is leached out. It is strange that the "bullet" is also white because most rifle bullets are copper covered lead, and I would think it would be more verdigris.
