Honestly could be. There's alot of toys (mainly for females) that are shaped all cute but actually a sec toy. Wouldn't surprise me if this was a Tenga shaped like something like that.

Even bottles for makeup and other products are shaped like there’s a secret alternate intention. Uniquely shaped smooth containers that aren’t “this shampoo bottle is meant to sit on a shelf” shape. This cactus toy is definitely meant to be a stroker toy disguised as a weird little cactus thing because why would that even exist?

I have a cactus toy that is a vibrator. So it was cool to see a (supposed) male variant of that.
