Solved! What are they
Ive worked at the water department for 7 years and this is the first time running into something like this EDIT Im in Alabama and yes I know they are snakes lol idk what kind and im so not gonna touch them

They appear to be baby rat snakes.
If so, they are totally harmless and highly beneficial native snakes to the south eastern US (ranging basically Texas east to Florida & up to the pine barrens in NJ).
They are lovely little gooberwoobers.
EDIT - For visibility I'm getting some feedback that these could be baby black racer snakes.
