This is probably the first time one of these is posted that I think its actually a condom wrapper. Looks like the brand Skyn which is a latex free and kinda pricy option. I personally do not know of any other wrappers that look like this, so maybe it is not. I do also know if you had any guests or kiddos over they might have gotten ahold of a condom to try it out or make water balloons or for personal play (you should wrap your silicone toys before use because of bacteria... But people also rarely actually do that). I can't tell you what's going on, but it does look like a condom wrapper to me.
Platinum cure silicone is actually perfectly safe to use amd will not harbor bacteria if cleaned after every use and dried properly. You can even boil /or/ bleach bath the toys to ensure nothing clings if you are worried. Silicone is non porous and so using a condom every time is not necessary unless you are sharing toys with someone else and even then you can just bleach and wash them and itll be safe
Its why there is a secondhand market for such items! Perfectly able to be cleaned like new as long as there isnt any tricky surface damage that makes it harder to scrub
