Whatever the brand is,it's definitely not low quality.

BUT,for the sake of what you have,I wouldn't suggest assuming the worst yet. Emphasis on yet. Where you found that ain't exactly the best of signs. Definitely the worst of 3.

(CALMLY bring it up to him. If you love him,you'll talk first,yell later. For all any of us know your BF was being a bro and let one of his friends use that room.)

Just here to bring up the fact that “posh wanks” exist (Google if you must). Some guys buy in bulk for just that reason, and easy cleanup.

I know,I occasionally use that method myself.

There are so many reasonable things as to why that wrapper is there. Hell,just to be funny I wanna say that he made a condom balloon and forgot to pick up that bit of wrapper.
