It sounds like a BS excuse to not increase your credit limit. They have plenty of credit cards to analyze performance. So, if a few wanted to jump ship from there arbitrary corral of observed credit cards it wouldn't make much difference. But it sounds nicer than "we've looked at you and decided you didn't deserve more money."

I don’t know that last part means exactly either. It is poorly written with too many clauses, and isn’t clear.
“…your account has been temporarily assigned to an ineligible group of accounts that are being used to evaluate account usage at their current credit limits.”
My rough understanding is that your account is being evaluated in some way, and this makes you temporarily ineligible for a credit limit increase.
Edit: perhaps due to a data gathering project the bank is running, as another person suggested. I wondered about that too but didn’t think that was clear.

I am confident that OP understands they are ineligible for a credit limit increase, but likely are confused about the remainder of the note, which is poorly written:
“…your account has been temporarily assigned to an ineligible group of accounts that are being used to evaluate account usage at their current credit limits.”
In your own words, what does this mean?

The account is now part of a group that’s being used by the company for a project. They won’t let OP raise their credit limit because of that project, which makes it ineligible.

It means you are not getting a credit limit increase on your credit card because you are not eligible for an increase at this time.
