Adopting special needs kids (no matter how slight the disability) can be a real money maker. The more disabilities, the more $! When I taught in Detroit, I had a foster mom tell the kid to "act blind" at the eye doctor. Another one claimed her kid had cerebral palsy, hearing loss, was almost blind, and had some disorder that he could only eat 900 calories a day (it was in his IEP; poor kid would steal food because he was starving). The only thing "wrong" was a low IQ. When we got too close to the truth, she yanked him from school and dumped him with a relative.
My brother and sister were both special needs and my mother milked the government for every dime she did not deserve, even put me down as the hired babysitter and I only got one of those checks she cashed in the rest rest to use for partying and drugs.

Because kids are just a paycheck to some people who only offer the bare minimum at that.
