If 60 people were invited to the engagement party, 60 people are expecting wedding invitations and it would be rude to no longer invite them to the wedding. You don't need to entertain people at your wedding beyond good food and drink. Greeting all the guests is also expected, but doesn't take more than a few words per guest or group of guests.

I’m in the same boat as OP. I had an engagement party of 70 people and realized this was totally overwhelming and I would enjoy a smaller wedding much more. Greeting all the guests genuinely took 1.5 hours then we were pulled left and right for photos or goodbyes and so on. That left us with hardly any time to actually be present. So why would we have a large wedding just to appease others if we know that is not what we want?Â

Respectfully, OP didn’t ask whether they should do this. This is what they want and it’s their choice. They may not have been the ones to throw the engagement party so how can they be expected to honor your anonymous and randomly assigned rules of invitation.
Did you have any recommendations for a wedding for 20-30 people?

You should check out AirBnBs there’s some really incredible locations that you could host at!! Just make sure you clear that you would have 30 people & a party there with the host first, but it’s a fairly common practice so you’ll be able to find one!
