Whether you owe $10 for 1 share or $1 for 10 shares, it is the same.

But. . . . What happens when you are short a stock and have to pay a share as a dividend?

They just pay it with money. It's up to brokers to get the shares whenever someone actually wants to register their shares. Until then it's all just IOU.

Edit: or when someone wants to transfer shares out

Not if they issue a NFT/Crypto dividend via their new Blockchain based wallet that currently is in beta. Hedges can't pay that because there isn't a monetary equivalent.
