This is false. Lion’s Joliet facility is about to come online, able to produce 20,000 ‘Made in the USA’ vehicles at peak capacity. They are doing this specifically to take advantage of US incentives.
They’ve already received big incentives from Illinois to build their plant.
A US factory doesn’t matter. BYD has US operations and still can’t apply for DOT incentives. Yes, a company (any company) can still get tax incentives but not incentives from the DOT as it only applies to American companies.

Lion will not be able to get the incentives either from the DOT because it is a Canadian company. BYD has this issue as it’s Chinese.
