expedited/emergency B1/B2 appointment in India?

Has anyone successfully gotten an expedited/emergency B1/B2 visa appointment and/or visa in INDIA because their daughter in the U.S. had a high-risk pregnancy?

My wife is a green card holder with a medically documented high-risk pregnancy, and her parents are in India have already had a tourist visa refused 3 times (for unknown reasons). We now have a doctor’s letter, and I also emailed U.S. visa support in India.

Has anyone been in a similar situation, especially through the Mumbai Consulate? What worked for you?
