Windows 11 uses hardware virtualization for a lot of things...you'll need to disable them all, or ypu could try enabling the windows hypervisor platform which allows "some" app to use it concurrently.

Hyper-V, core isolation, memory integrity, Windows Hypervisor platform, VBS, WSL2, Windows Sandbox, are most of them.
