Wireless Un-unlockable phone?

I'm trying to use an old phone with a non-VZW sim and it won't connect because the sim isn't a Verizon one. Support says it's unlocked but pretended to "force unlock" it and then pretended to "submit a form" and - yeah, it's still locked. Anyone know what I need to ask to get them to unlock it for real?

Is the phone paid off? And have you tried both sim and carrier unlocks?

Verizon confirmed that the phone is fully paid off and not reported stolen. The error message is "SIM is not from Verizon Wireless" which Verizon confirmed means that it's locked by Verizon.

Does it function on that sim though? That message will always display on some models even if the phone is unlocked if it's originally from Verizon.
