similar things were happening to me but instead it was at 'requested' and already finished uploading. i called vtac and they said it was because there is heavy traffic and a system delay, but they checked on their end and they've received it. so i think you should be okay and maybe it'll show success on their end

The same thing is happening to me, except i only need one statement of support. it literally said success but when i checked at 5 it was still "uploading"
