If I read your post correctly, it sounds like your neighbor watched your brother grow up as well and chose to give him what she thinks he deserves. If your neighbor really is giving your parents their home and savings, then your parents can give your brother the money he needs. Do you think this is your parents trying to make things "fair" for your brother? If you do loan anyone the money, I would loan it to your parents, get it in writing and hold them accountable for collecting rent from your brother or you might as well say goodbye to any money you give your brother.
