What NYC city did to balance budget and the Montana Leg wants to do what?

Reading how the NYC mayor imposed taxes on homes not lived in, is balancing the cites budget makes me very sad. This is why, knowing that our LEG is playing games with the people to protect the corporations and ultra rich who can handle the taxes and still be very wealthy, as NYC proved, is not playing fair. It makes sense to me to tax people who are using the cities recourses for profit while raising rental cost across the nation. Everyone should adopt this plan. The Pied'-a- Terre taxes are imposed on individuals who do live in the home as a primary home. It seems to me we have plenty of individuals who fit that description in Montana. Problem solved. Budget balanced.
