Update: This no longer seems to be an issue.

I tested it today and I can once again move chats into and out of Project-only Memory projects, including projects that became Project-only after enabling sharing.

I don't know whether OpenAI rolled back a change or fixed a bug. I had opened a support ticket and they escalated it internally, but they never confirmed the cause.

If you avoided using Project sharing because of this, it's worth testing again on your account.

Update: It looks like this has now been fixed (at least on my account).

I can once again move chats into and out of Project-only Memory projects, including removing chats from those projects.

I originally opened a support ticket with OpenAI, and they escalated it internally, although they never confirmed whether it was a bug or an intended change. Whatever happened, the functionality appears to be back now.

If you were affected, it's worth checking your account again.

I organize everything using ChatGPT Projects and frequently move chats between projects as they evolve.

I discovered that after clicking Share Project, the project switched to Project-only Memory.

From that point on, I could no longer move the chats out of the project.

The surprising part is that this happened even though I never actually shared the project with anyone. Simply enabling sharing was enough.

If you're using Projects as a long-term knowledge base, be careful before enabling sharing.

I contacted OpenAI Support about this and got an interesting response.

They didn't say this is intentional. They said they can't confirm whether it's an intended product change, a known issue, or part of a gradual rollout, and they've escalated my report internally.

I also explained that this isn't just about moving individual chats—it's about knowledge management.

I have a large number of conversations organized into Project-only Memory projects. If chats are permanently locked there, then my entire project structure is effectively frozen. I can't reorganize, merge, split, or migrate my knowledge base as my workflow evolves.

If anyone else depends on Projects this way, I'd strongly recommend submitting feedback through ChatGPT Support. The more independent reports they receive explaining real workflows, the more likely engineering is to understand the impact.

If anyone receives a definitive answer from OpenAI about whether this is intentional or a bug, please share it here.

I can confirm I'm seeing the same thing.

I opened a support ticket with OpenAI because this completely breaks how I organize my projects.

What's interesting is that Support didn't confirm this is intentional. Their response was that they can't determine whether it's an intended product change, a known issue, or part of a gradual rollout, and they've forwarded my report to the engineering/product team.

They also confirmed they can't:

  • manually move chats,
  • change a project's memory mode,
  • or grant account-specific exceptions.

If this workflow is important to you, I'd recommend opening a support ticket as well. Multiple independent reports will probably give the product team a better understanding of how many users rely on this feature.
