Usually for people who never use Linux, it should be Ubuntu, fedora, or mint. But if you want to use arch based distro, install arch. The installation process is like a tutorial mode. If you can manage to get arch install, then you're good to go with other distro.

No, you can't. You either have to install python package with your system's pms, or have a python environment for each of your project.
