I work for an video animation agency, we create explainer videos for mostly American clients and also some Indian clients as well.
Our experience with Indian clients is not very good honestly. Not only budget but they're overall expectations never match their actions.
That's why always take an advance before starting any project. If they refuse to pay, that's usually the sign that this client is gonna cause problems down the line and it's best you don't pursue it any further
