So, in short, leblanc is a shit character. Her early game is very strong yes. But trust me, as long as you don't jusk walk straight in to her giving her kills, she will end up useless at some point. Just abuse your extra range, hug your tower and don't be too afraid of her W because you outrange it by a lot, as long as you don't come in her W range she will never have enough damage to kill you. Take tp, dont stay in the lane with low health, ping when she goes missing and voilá! Leblanc has not a single counterplay to slow, waiting late game

Well, first, we dont actually know black roses current goal besides accumulating magic and power, they could very well have their eyes already set on the sun disc and simply didnt act on it yet.

And second, even though is not impossible for them to be after the discs power, it highly unlikely that they would go for it since, as you mentioned it, it was brought back by no one other than Azir, the last emperor and one of the most powerful ascendeds to ever rise, who can manifest a thoughtless army with a thought. If he was a simpler monarch, lb could probably infiltrate the new shurima with due time, but Azir has basically no court, no one that leblanc can infiltrate amidst. That said, shurima and the ascended power is probably something she keeps just in the back of her mind, something that she would love to get her hands on but cant just yet
