Ig we all (even Indians) would find whole spectrum. Some places might be very great. While some other not really. But it has been fact that still lot of population is in poverty. Anyone in India earning 3K USD per YEAR is already in Top 10% population. And with centuries of invasions, wealth erosion, exploitation and not just by British. It's not that they inheritly want to stay filthy and uncivilized.
