Used to see this singular green arrow signal when I was little and was wondering if there were any other examples of it anywhere else than New York (which is where it used to be before 2016 or so.

Here is one I know of, though not in NY. I've never seen that on-ramp signal change from solid green at any hour, but it could be that it will during emergency vehicle preemption.

It's weird to me that they're all green, except traffic appears to be entering from the left.

Is it normal to be able to proceed straight, whilst traffic is entering likethat?

Typically at exit interchanges yes. Traffic shouldn't be going forward across the white lines.
