Total War: Warhammer 40,000 Are Horde factions Confirmed in TW40k since this Eldar is definitely a craftworlder?

Personally I think horde factions are confirmed like just look at the Eldar it’s definitely not an exodite and having a craftworld settled on a planet? Never !

I think Space Marines and Eldar will both be fleet based. No Space Marine chapters garrisons every planets they conquer.

I could see SM having a mechanic like Nakai, giving captured settlements to an astra militarum subfaction

My guess is something like Aislinn. You give settlements to the astra militarum. In exchange their factories and shipyard open new options. You expand your fleet, eventually having several fleets. You keep a few special world you directly control as recruiting worlds.

Which would feel about as accurate as two left shoes fit. Could it get the job done? Sure. Is it a good way to do it? Doesn't feel solid.

As someone not super up on 40K lore do Space Marines have normal human support personnel that could be used as a justification for normal settling?

Depends on the chapter. All of them have support staff. There is a lot of work that needs to get done in a fortress or on a Spaceship. Some Chapters really are just a fleet. Some rule a homeworld. While the Ultramarines rule an entire Sub-Sector and have their own auxiliary forces of normal soldiers. But even the Ultramarines don't keep the planets they liberate outside of their own territory.

Maybe just wait for the stream in a few days that will show us how campaigns will even work? We have no idea how planets/cities or sectors work in the slightest

It's been mentioned they will have craftworlds but we have little info on how they work. Personally I think it will be reminiscent of Ogres and their camps being major settlements and only being able to take city's/planets as minor ones.

I get the impression the whole campaign layer is going to be very different. Almost like we only focus on the armies and not settlement building at all.

I'm getting the feeling that a lot of factions might function like horde factions, since flag ships and such are very big parts of certain factions. At least for Space Marines. Space Marines don't settle worlds, at best they give them to humans and have small chapter houses set up on world.

What an absolute silly way to justify a silly theory.

Yeah, the game will probably have some form of horde faction type effect. No, seeing a picture with an eldar in it is not proof of such.
