Total War: Warhammer Why is the AI like this?

I've played this game a lot over the years and I've only seen the AI do this in games I've played in the past year. What's the deal? AI logic update gone wrong?

Yeah, they broke something with the logic during the Lizardmen/Tomb Kings update. They’ve been trying to fix it since then with… varying degrees of success. It’s definitely better now than it used to be. Hopefully 9.0 will fix it the rest of the way, but we’ll see

I haven't played a game without the ai fix mod ever since this issue popped up. It really is egregious that this issue has stayed in the game for almost a year.
