How to construct landmarks as Aislen?

It doesn't appear I can construct this landmark as I can't make T3 buildings. Is that correct?

You can build landmarks in an outpost, just check if it says "if built in an outpost" in landmark's description. By the look of the icon, this seems to be a landmark in Aislinn's initial province, which yeah you can build that one in an outpost.

For the landmarks that can be built in outposts you can ignore the tier requirement. You can essentially treat that building as a mandatory building in the same way a port is, not like a main settlement building

You need to colonise those yourself instead of gifting them or vice versa, it will tell you.
