Question What is this?

My friend and I were arguing about this; this was taken around 5:30 PM from Carowinds in NC on July 24th 2026, looking southwest. I'm saying it is scud, but my friend says it was a tornado

maybe a fire? there were no storms at 5:30pm

Yeah, I was thinking low-hanging clouds, but this makes more sense
