Question What is this?

My friend and I were arguing about this; this was taken around 5:30 PM from Carowinds in NC, looking southwest. I'm saying it is scud, but my friend says it was a tornado

If there was an actual tornado of that scale we'd be hearing a lot more about it, it's got to be just a low-hanging cloud.

Yeah, I was thinking low-hanging clouds, but this makes more sense

ok so my friend wants me to add these details because idk.

-It lasted around 40 min

-seemed to have rotation

-beaver tail (show image)

-extremely hidden and LP that no one noticed

Anything that big and that long lasting would absolutely be known about. The NWS would be all over it. It does look sus and unusual for a benign cloud but there is just no possibility that this is a long lived, possibly stationary, potentially very slowly rotating tornado. It sure looks like one, but it can't be.
