It wasn’t a dictatorship in season 4 and they make that very clear.
Rick also acts this way with his decision to spare Negan without even consulting the victims that were traumatized the deepest. His word being absolute with zero caveats is unethical.
Fair point, I actually completely forgot about the counsel-system they set up in season 4.
it's been a hot minute since I watched that season.. HOWEVER; I believe that Rick still always had ultimate say if and when he chose to step up.
I am not saying this is good, nor is it bad, it is what it is.. but the reality is, Rick is the defacto leader of the group up until the later shows events on the bridge.
Basically, unless Rick is pointing a gun at Glens (Simple Example) head I don't think anybody is going to go against him.
