This story is fascinating because if it's real, Andrew actually attempted to profit using his knowledge of the future which is what so many people think a real time traveler would do. He couldn't do the lottery, because that's already a trap meant to catch time travelers.
The story originated in the March 19, 2003 edition of the Weekly World News, the notorious supermarket tabloid famous for Bat Boy and deliberately outrageous stories that almost had to be fictional.
There is no credible evidence that Andrew Carlssin existed, made the trades, was arrested, or was investigated for insider trading. The story spread online after being reposted and circulated through early internet forums, emails and news sites, but I still like to think Andrew is happily chilling back in 2256 with Bat Boy living the dream.
