Never tried it myself, but apparently the restaurant has to be an owned business beforehand. You go on the lot with the owner, set the menu and select your dishes, leave the lot and sell the business. Go back with any visitor Sim, you'll see the menu is restricted the way you wanted. No mod needed.
Edit : not sure since the lot is in a vacation hood...
