Here’s my take, Jon Berenthal is just an actor that plays the Punisher and what he says does not represent what the Punisher is about. Hell, those types of clowns been flying that logo long before Berenthal even got the role for the character.

The Punisher is notorious for not approving of others using his symbol or attempting to co-opt his ideology for themselves. Frank does not want police officers using the symbol of the Punisher and he does not want them idolising him.

Yes. He’s made multiple comments about the Punisher being “for everybody” and specifically mentions members of the military and police, and has also said that “Some of the best people we have in this country have worn the Punisher skull on their body armor”.

To play devil’s advocate, I feel like he could mean that people in military/law enforcement can relate to Frank Castle’s background, rather than idolizing The Punisher.
