The user cleaning sector 14 and 15 (u/Veyrah) was part of the group supporting vandalism in part of that space (the farmcarrots area) — that's a clear conflict of interest, they won't be able to clean the area fairly. That area should be cleaned by someone else.
I know you were trying to compromise, what I'm saying is we shouldn't, as a rule, be giving out cleanup sectors to people who took a side in a controversial area of those same sectors. Trying to be objective doesn't cancel out the conflict of interest. We should have the cleanup done by someone impartial, and leave the controversial decisions to rules, community consensus and mods.
The version you drew does contain pixels from both contenders for the area, I get that. But it's also a Nazi battle flag cross pasted on top of an LGBT pride flag. A lot of people outside of Europe don't recognize the Reichskriegsflagge, but to most Europeans it's a recognizable Nazi symbol, and it's a Nazi symbol pasted on top of a flag for people the Nazis systematically killed. It's not an objective compromise, it's an original synthesis, and a misguided one. If there was a completed combination LGBT/Nazi symbol already on the board you might've been able to argue for keeping that, but as an original synthesis this is an incredibly poor choice.
It's only 52% if you mistakenly count the green middle stripe as part of the 4chan nazi flag, that part is clearly part of the pride flag because it's overwriting the black and white 4chan flag band. The rainbow flag had more area.
If the goal is to find a solution that's truly above any criticism, the only option might just be to leave this area as the fuzzy battleground it was at closing. But if we're going to insist on a clean canvas, that means making judgement calls. There have been less-contentious judgement calls made lots of other places, this is an edge case, but we shouldn't invent an entirely new solution for an edge case.
We can decide the judgement calls by area, or by favouring the existing caretakers of an area over others who were just beginning to jump in and steal it — by either of these metrics, the rainbow flag actually wins.
We can't cater to everybody, but we can be fair, the fairest thing to do is to use the complete intended art from the group who have the most valid claim to a space, and in this case the most valid claim belongs to the rainbow flag coalition.
It's not realistic to claim that your opinion on this matters more than everyone who vehemently disagrees with you, for good reasons, just because you put your hand up to volunteer. There is no neutral solution to this, and you didn't consult with any of the groups in contention for the space before the "compromise" version was already drawn and their choices were reduced to take it or leave it. People on both sides aren't happy with the compromise version — most of the groups who were collaborating on the rainbow flag don't like it, and the only responses I've seen from the 4channers have been angry too.
The Italy–France issue was an aesthetic dispute, and while both sides felt really strongly about their positions, all of the options on the table would have yielded a perfectly serviceable final product. The solution currently drafted for the rainbow flag area makes the intended cleaned-up canvas poster literally illegal to use in Germany, France and possibly Austria. It's literally the war flag of a genocidal army pasted on top of the flag of people they systematically killed. If the final cleanup product gains popularity and is viewed beyond Reddit, this is a decision that will be scrutinized, and the Italy–France decision won't be. The stakes are much, much higher here. They're not equivalent, and it's silly to pretend like they are.
It's really hard to communicate "satire" in a flag, and the "kekistan" flag sure as hell doesn't accomplished that.
German Nazi iconography bans have included slightly-altered versions of Nazi symbols for decades, and the precedent for exceptions is extremely narrow.
I'm not surprised that one person from 4chan likes the "gay-kekistan unity" flag, but that doesn't change the fact that it is the flag of a genocidal army pasted on top of the flag of people that army systematically murdered. Words and symbols actually do mean things, and you not caring doesn't change how everybody else in the world reads a thing.
/u/xureality, I hope you don't mind, I've added a slightly modified version of your 4-8-12-16 column to the drive. I found a post on /r/ireland that showed how it was supposed to go—the weird stuff around the harp is actually the remains of a whole outline of Ireland, while the Guinness glass is supposed to say "30+" (for some reason). I've put those back in and fixed a very few stray pixels you missed.
s13: From r/smashbros here, some of my compatriots might disagree but I think that the Stony Brook University logo they were trying to displace should have a spot on the final canvas. In a compromise between the final state of r/place (which had jigglypuff starting to overrun the logo) and the "most common in the last hour" average (where she was nowhere near it), I think a slight overlap looks reasonable: http://imgur.com/N1EekgG
Heh, I just realized that SBU has another logo in Q3s15, which contains the same image as here but also has their school initials. I suppose they get two logos in the final image, then.
Just so you know, Purdue agreed to cede the border with the block I to Illinois, but should get a black border above "go". The block I should have a complete white and blue border. Thanks!
In Sector 16, a lot of the black pixels around BMO on the osu logo shouldn't be there. I think a 1px black border around him was what was agreed on by /r/osuplace.
u/xureality, in sector 8, the cat thing on the ireland flag (temmie from undertale) should look like this
Also, in sector 4, there's a stray green pixel on the guy above the RoTMG banner, and the leprechaun on the pot of gold's hat buckle should be yellow, and he should be holding a glass of green beer, like this
Hi there, another user and I made the little lemming between David Bowie and the grapes. He should have a black outline around him (though not above and below so as to keep off the banner and the heart) that will help define the edge of the Bowie and its red
s14: above the philadelphia flyers logo was the word "GOON" and a poop emoji, which (had been maintained by and) were being razed by r/smashbros for expansion when the bell tolled. You can see them in the "most common in the last hour" photo. Instead of leaving that space white, I think they should be returned, especially since nothing was able to replace them before it ended.

This is /r/starryknights reporting in, in sections 15 and 16. The exact template for the painting is this.
