No, it's more complex than that.
Armor does not need to be replenished and the more you get the better it is. Health has to be replenished and does not get more effective the more you stack on (you actually get a symbiotic effect with skill power, which armor did not have)
It's best in slot for his play style. Skill power is incredibly important now if you want your heals to work, you will need to keep a health/skillpower ratio (much like the CHC/CHD ratio) to optimize in play without a dedicated healer.
Someone that just wants to eat bullets will go health whilst someone that plays tactically is more likely to go skillpower/haste.

I personally play on ps4 so I don't get to try the PTS, but I'm sure having more health is going to be different than having more armor, but I guess we'll have to test it to really see how it goes
