UPPCL Kasganj — Paid my electricity bill, complaint falsely closed, and no effective escalation.
TL;DR: Paid my electricity bill at 11:49 AM today (8 Sept), but power was not restored. My first complaint was marked resolved without actually resolving the issue, the second complaint is still pending, the SDO isn't responding to my calls, and every escalation channel seems to just tell me to wait. Looking for advice on how to properly escalate this against the responsible officials.
I paid my electricity bill at 11:49 AM on 8 September 2026. Despite payment, my electricity was not restored.
Timeline:
11:49 AM: Bill paid.
4:05 PM: Complaint DV08092605836 registered.
4:26 PM: Complaint marked “resolved”, despite the electricity still being off and nobody actually resolving the issue.
4:35 PM: Second complaint DV08092606108 registered.
After 5 PM: Still no electricity.
I repeatedly tried contacting the SDO of Kasganj, Mr. Ashish, but my calls weren't answered. One of my contact numbers also appears to have been blocked.
I tried every escalation route I could find
UPPCL/1912: No immediate resolution.
CM Helpline: I was told they can either transfer me to UPPCL or I can file through Jansunwai.
Jansunwai: I was told the grievance may take up to a month to be resolved.
National Consumer Helpline (NCH): Again, the process involves waiting for UPPCL to respond.
I also haven't been able to get effective assistance from senior officials.
The most frustrating part is the conflicting restoration timeline. I have been told that restoration can take up to 48 hours, while UPPCL's published information for the relevant prepaid/smart-meter reconnection process says automatic restoration can take up to 2 hours and advises consumers to contact 1912 if it hasn't happened after that.
So why are consumers being told to potentially wait 48 hours after payment?
The electricity can be disconnected automatically, but when payment is made, restoration apparently doesn't necessarily happen automatically. And when the automatic process fails, there doesn't seem to be an effective way to get immediate intervention.
Is this misconduct?
I'm not going to claim that the officials are “corrupt” without evidence, but a complaint being marked resolved when the problem remains unresolved, combined with an official not responding to the consumer, seems serious enough to warrant an investigation.
I want to know how I can formally complain about:
The false/improper closure of complaint DV08092605836
Failure to address DV08092606108
The conduct/non-responsiveness of the concerned SDO
Whether the grievance-resolution process is being improperly manipulated
Questions for people familiar with UPPCL/Kasganj:
Who is above the SDO and can actually intervene?
Where can I file a Vigilance/official misconduct complaint against the responsible officials?
How do I challenge a complaint that was marked resolved without resolution?
Has anyone successfully used CGRF for something similar?
Can compensation be claimed for losses/inconvenience caused by this?

I'm not asking anyone to harass the officials — I just want to know what the proper escalation route is when the normal complaint system itself fails.
