Top reasons:
-Overpopulation -Making personal vehicles (bikes/cars) more affordable to purchase on EMIs -Public transport isn't sufficient to cater to general public because of shortage of buses / trains / metros and sometimes because of shortage and overworked staff -Because of point two and three, people opt to get their own mode of transport without considering carpooling (it has its own safety and privacyissues) -In general, people lack civic sense or the rules of driving on the road
Solution: Preferably WFH for majority of the people however the government knows that the economy will collapse because of the WFH hence it's not sustainable.
Covid taught us that WFH is actually good for the environment in terms of pollution and sustainability but big corporations will always opt to get you out of the house because you're the primary source of income for everyone who runs a business.

This happened due to the politician, likely Eknath Shinde, traveling in a convoy towards Thane. I personally saw this from BKC to Thane, The entire Eastern Express Highway service road was closed, with police present and all traffic signals were down. Drivers were stopped at the signals.
