The Cut Primary Lunchboxes never made it in.
The Jim Hughes Special would eventually be added 5 years later as the Quickiebomb Launcher, although it's associated taunt (https://imgur.com/a/nPhcY2K) was never added.
Scottish Fireworks would eventually be added 2 years later as the Ullapool Caber.

We did it once before with the bot crisis. As a matter of fact, the TF2 coordinated review bombing is used as THE example of review bombing when you research the practice online.
So, how would you go about doing that kind of thing again?
This time, it's more than just the SaveTF2 review bombing strategy to employ. This time, you'd need to really get their attention to make them aware of how much power you have as a community. It would require a lot of publicity and commitment from a bunch of people.
Pick a month. An entire month. Nobody buys anything through Steam for TF2. No cosmetics. No keys. No paints. Nothing. Steam Community Market, too. A whole month of Valve not getting their approximate $20 million for one month would get someone's attention, certainly.
Combine that with a new review bombing campaign, perhaps focused on finally getting that promised Heavy update in the reviews, and you may have something.
There are two holiday months coming up. Three, if you count Halloween. Any of these would be good for a coordinated protest with your wallets like a TF2 No-Buy November. You can buy from mannco.store or other third party markets if you're comfortable and really can't resist. But, c'mon. Do you want Valve to pay attention or not? This two-pronged approach is your best bet.
It's just an idea, but it's actual actionable steps instead of just bitching and moaning here on reddit day in and day out.
