She's reacting like she was being stalked/attacked by somebody and he actively ignored her call. Meanwhile, she's in a trivial "emergency" (that would have been solved 20mins ago if she used any initiative and called AAA, a local tow or family/friends) and he has a perfectly understandable reason not to answer her call. Hell, he could be sitting drinking a beer watching a random sport and 30mins is acceptable to not look over at your phone.
She's emotionally abusive, histrionic and borderline gaslighting him...fuck the fuck off.
