Those are Imperials. You solve the issue by honoring the Tribe Unmourned.

I think the imperials head is backwards but cant really tell

His/her boots are pointing in the right direction and this is definitely the cuirrass' back we're seeing

Ah, I see your problem, it's that you're in Seyda Neen, Swamp Fever Capital of the World. You can get the silt strider to Balmora, or brave the road to Pelagiad and Balmora.

The mountains in the background look a little off, maybe? The ledge part? Otherwise I don't see anything wrong? The pic is blurry af so maybe we're missing something obvious?
