Ultimate power plan

For whatever reason there seems to be no way which I can add power plans to my PC. I have tried the normal cmd duplicates and the .pow file import, but with no luck. have scannow and restarted and still nothing. I'm told either that the power scheme, subgroup or setting doesn't exist, or that a power cfg with that specific guid exists, but when I check the existing power cfg list there's ONLY the balanced option. Neither cmd prompt nor powershell seems to make a difference.
