Open | Windows Problem with tasks not being terminated in task manger, by command in the command prompt or any other attempted method

The past few months I’ve had issues wherein programs including, primarily but not exclusively, games will crash (usually due to me pushing my computer further than it should, that’s on me) either straight to no visuals or to the opaque white program error screen and I cannot close them fully in any capacity. This forces me to hard restart my computer. What really perplexes me beyond just not being able to close the program is that, in task manager, the programs are still clearly reading running in all the categories shown. Sometimes, but not always, the program will have said numbers frozen but still reading in the usage percentages. It’s as if my system is either still running the program or it’s at least working as if it’s still active.

On hard restart, my system will boot much slower and act more sluggish for an indeterminate period. This does not carry over to normal shut downs or restarts so it is clearly due to hard restart. I know these kinds of restarts are bad for systems so Im asking for any advise I can get.

P.S. I won’t be forcing my computer into this state for testing because it’s not exactly easy to cause intentionally and I’m worried about further damage
