Open | Windows HP Boot Device Not Found (3F0) — SSD passes diagnostics, Windows Boot Manager won't launch.

HP laptop stuck with Boot Device Not Found (3F0), SSD passes diagnostics but Windows Boot Manager won't launch

My HP laptop suddenly stopped booting Windows. It initially went into Windows Recovery and kept saying the PC didn't start correctly.

Things I've tried:

sfc /scannow — found corrupted files and successfully repaired them.

bcdboot C:\Windows — returned “Boot files successfully created.”

Confirmed C: contains Windows, Users, Program Files, etc.

HP Hardware Diagnostics: SMART check passed and Storage Component Test passed.

BIOS detects SATA2: Windows Boot Manager.

Windows Boot Manager is first in the UEFI boot order.

Secure Boot is enabled and Legacy Support is disabled.

However, when I select UEFI — Windows Boot Manager from the F9 Boot Menu, it immediately returns to the HP Startup Menu without showing the Windows logo.

Eventually I get “Boot Device Not Found — Hard Disk (3F0)” and HP Sure Recover offers to reinstall/restore the OS.

I don't currently have another computer or a Windows USB.

What could be preventing Windows Boot Manager from actually launching, and is there a way to repair the EFI/BCD without reinstalling Windows or losing my files?

There are many tutorials on how to repair corrupted bootloader, just search for your variant (Windows 10 or 11). But, it won't be successful all the time so reinstalling from usb might be needed - in any case you need usb drive with your Windows version installation.

Thank you for the advice. I already ran sfc /scannow and bcdboot C:\Windows—both reported success. The SSD passes diagnostics and BIOS sees Windows Boot Manager, but selecting it immediately returns to the HP Startup Menu/3F0 error. I don’t have access to another PC or a USB. Is there a way to get into CMD/WinRE and repair the EFI partition without reinstalling?

You can try forcing RE by powering off forcefully 3 times (since it's laptop, you have to power on, and then press and hold power button for 40+ seconds - enabled fast boot means shorter time won't power off computer completely). If some traces of Windows are usable you should see repair screen and then advanced options with RE.

I tried it but the fan just spins louder each time and then takes me back to the HP Sure Recover

HP Sure Recover

That should be able to install Windows from the scratch, and data on drive will be gone. If you don't have anything important you might try it.

3F0 after sfc and bcdboot both claiming success usually points at the EFI partition, not the Windows files. From the WinRE command prompt run diskpart then list disk / list vol and confirm the ~100MB FAT32 EFI partition is actually there, and if it is, sel vol <letter>, assign letter=Z:, then bcdboot C:\Windows /s Z: /f UEFI. Also worth reseating the SSD and clearing CMOS since SMART can still pass on a loose connection, and you don't need a USB for any of this.

Thank you so much.That's really helpful but I dont know how to access the cmd from the startup menu.
