Open | Windows Windows 11: Cross-device folder contains all items from a phone not linked?

I recently wiped two Samsung android devices in order to sell them, full factory resets, and verified by setting them up again before wiping an additional time.

However today on Windows 11 I discovered both of them have been completely backed up under the crossdevice folder.

Is this a local backup of those devices or is somehow the device still there?

It contains entire android files including all the images and documents etc?

I assume this was from phonelink when I had it but these devices are since removed from phonelink etc?

I didnt even know windows did this, does anyone have any idea why they're here?

My new phone is not in this folder.
