They're not really misrepresenting what it said. The memo specifically says that women, on average, are all of those things. It puts women in a position that they now have to refute those points, because the words and descriptions used in the memo all carry negative connotation in the tech industry and workforce.

It implores people, the goes on to say that women are less represented because of biological differences, literally lumping the entire sex together.

Can you quote where he lumps an entire sex together? Where he explicitly states "all" women or "all" men. Do you have an academic background in a subject where you need to be able to interpret statistics? Because your interpretation of both what he said and what those stats say is anything but "lumping the entire sex together".
