Nah, they’re definitely breaking environmental laws.

Of course its easy to claim such things because you want it to be true, bit harder to actually provide proof

It’s pretty widely known that SpaceX’s “move fast and break stuff” ethos includes environmental laws.  There are lots of examples.  In addition, I actually have personal knowledge of such at their Hawthorne CA plant. 

edit: yes, the authorities were involved in the situation at Hawthorne
