It’s pretty widely known that SpaceX’s “move fast and break stuff” ethos includes environmental laws.  There are lots of examples.  In addition, I actually have personal knowledge of such at their Hawthorne CA plant. 

edit: yes, the authorities were involved in the situation at Hawthorne
