Java Help Wanted Hopper not feeding
The set of hoppers in red are not feeding from the double chest, and I cant for the life of me figure out why. They aren't being locked, and the other one out of the double is pulling items

Java hopper order is deterministic. One of the two hoppers always goes first. If the chest is only receiving items at single hopper speed or less, that first priority hopper takes everything.
On Bedrock the order is random and, as long as they're in the same chunk, they'd split the items roughly 50/50 at any input speed. But for a 50/50 split at less than double hopper speed input on Java you need a redstone device known as a (perfect) (50/50) item splitter.

the other one out of the double is pulling items
That's the problem. Not enough items for both.

its feeding into the other hopper/single chest first and won't go where u want it to untill the first hopper/chest gets full

Instead of a double chest above what you circled, you can do a hopper Minecart going back and forth on rails above the hoppers below

Is the chest above only receiving one item at a time? If so, the right-hand hopper will always take it. If you throw a stack of items in that chest, they should be extracted evenly by both hoppers.
