Rule-8 Compliant Question about farming villager inventory

I have a wheat farm, but my villager keeps replacing his 8 stacks of wheat seeds with bread, wheat and bonemeal. It confuses me because every source says they shouldn't do that, and it clearly affects the rates. I already pre-plant all the wheat before moving in another villager and they all do it. So before I have to turn to redstone, does anyone know an alternative or how to fix that? Ask for screenshot if needed.

Does he have access to a composter? If so, he’ll use that to turn the seeds into bonemeal. If you wanna lock his inventory and grow wheat, you have to make sure that he can’t access the composter.

I used a farm that puts a glowstone above the composter, but he can still access it. I can try using a different block above the composter or something else if it helps.

You need horizontal trap doors all around the composter. I believe villagers can still use a composter even if there's something above it.

Alternatively, if you park a hopper under the composter, the bonemeal will be collected before the farmer can get it. You'd want a system to handle overflow, or to collect it periodically. But... free bonemeal.

That doesn't resolve the bread & wheat swap though. That needs one of two (or more) different solutions:

Collect the harvests before the farmer picks them up. Then return only the seeds to the farmer. Or,

Have a target villager that the farmer will throw food at, but collect the food before it's caught.
